As stated by others you can use Microsoft Visual Studio 2017 Installer Projects - as limited as they are ( bullet list form). VS Installer Projects: Several good answers already - worth trying out. You had to have a full-blown install of Visual Studio to make them work, they didn't really integrate with MSBuild, which makes them a pain if/when you want to move to automating your builds.
